Home Team Eastern Sector Kampung Spirit @ Eunos

HTES Kampung Spirit @ Eunos will be held on 4th Nov 2007 from 1400hrs to 1900hrs at the open field infront of Blk 128, Bedok Reservoir Road.

2 As part of the programme, Mayor Zainul Abidin Rasheed will participate in this skit, acting his part as MP for Eunos Constituency, addressing the residents via a panel. This skit, put together by the MCYS and Eunos Inter-Racial and Religious Confidence Circle, aims to create public awareness on the danger of rumours during crisis and how it could lead to religious or racial tensions. The skit is the dovetail of a bomb and gas attack from which racial and religious tension arises. It showcases the IRCC and key community leaders coming together to mitigate and ease tensions.

3 The skit is part of HTES – Kampung Spirit @ Eunos that showcases the link between the emergency preparedness (EP) exercise led by HTES agencies and the community engagement program. Dual evacuation scenarios involving a bomb blast and gas leak at close proximity will be played out at 2 locations. These scenarios will focus on the actions taken by the grassroots and the Foreign Nationals Safety & Security (FNSS) Champions, a scheme initiated by HTES and launched under the Kampung spirit project (Refer to Annex A). As compared to previous EP exercises, this scenario is different as it will be followed by a skit which includes a staged discussion panel led by Mayor and grassroot leaders. This interactive arrangement aims to educate the audience by putting them through a learning journey, i.e. the crisis, its aftermath and the recovery stage of suspected terrorist attack.

4 The whole event acts as a platform to exercise various mechanisms under the HTES Kampung spirit @ Eunos concept as described in Annex A. Friends of the media are invited to cover this event.

Annex A

HTES KAMPUNG SPIRIT @ EUNOS

The Home Team Eastern Sector (HTES) and Eunos Community Consultative Committee (CCC) have organized a community event known as “HTES Kampung Spirit @ Eunos” with the following objectives:

a) Promote ‘neighbourliness’ seen during kampung days of yesteryears where it was common place for neighbours to know & trust one another and live harmoniously during peace time and demonstrate communal spirits during crisis.

b) Strengthen social fabric and trust in the community.

2 “HTES Kampung Spirit @ Eunos”, commenced in June 2007, comprises a series of concurrent activities under two programmes, namely “Know Your Neighbour” and “Foreign National Safety and Security Champions” (FNSS). (See Appendix for more details on the programmes). These activities are organised to forge stronger bonding among Eunos residents, grassroots and their neighbouring community. These programmes were officially launched on 14 July 2007 with the appointment of the members of several committees as follows:

a) Eunos Community Engagement Champions (Eunos CEC)

In line with CEP’s approach to leverage on the existing structures and programmes, the Eunos CEC will be the central committee to drive relevant CEP-related programmes for the Eunos community. The CEC comprises representatives from the EPGs, CDEC, CERTs, IRCC, CSSP as well as key agencies such as business organizations, schools, Town Council, NEA & HTES. The appointed champions will work closely with their respective cluster lead to develop effective networks within the Eunos community and ensure that during crisis, residents will remain united and strong, and respond as one community.

b) Eunos Council of Elders

The Council comprises highly respected elders from the various ethnic and religious groups. With their wealth of experience, these elders will act as resource persons on issues relating to inter-religious affairs, and provide sound advice to the Advisor of Eunos.

c) Eunos Inter-Racial and Religious Confidence Circle (IRCC)

These are leaders of different races and religions who provide social and community services and champion religious harmony and principles. The group will be tasked to formulate strategies and initiatives to promote greater knowledge and deepen the understanding among the various ethnic and religious communities in Eunos.

3 Since the launch on 14 July 2007, the Eunos CEC have worked out an evacuation plan for residents during an emergency. The plan will be exercised on 4 November 2007. Additionally, the “Know Your Neighbour” programmed have been extended from the initial 2 blocks in July 2007 to 15 blocks as at end October 2007. The number of FNSS champions has also grown from the initial 10 from one dormitory to 42 from three dormitories.

 

Appendix

Know Your Neighbour Programme

This is a grassroots-driven programme aim at helping residents to get to know and learn more about their neighbours. A focused outreach was carried out at 15 blocks within Eunos Division. The “Eunos – Most Caring Neighbour Award was promoted during these outreach programs where residents were encourage to participate. The award will closed on the 31st October 2007 with judging to be done on 1st November 2007. Prizes will be given out during an award presentation on the 4th November 2007.

Foreign Nationals Safety & Security (FNSS) Champions Programme

This initiative saw the appointment of a selected group of 10 foreign nationals residing in Kaki Bukit Hostel to become our ‘change agents’, and help us bridge the gap between foreign nationals community and the local community. These FNSS Champions have been trained in crime prevention, emergency preparedness fire safety and the local social etiquette, and they in turn have imparted these knowledge to their countrymen within the dormitories to help them better understand the culture and living environment of Singapore. Since its implementation in June 2007, it membership now include 42 foreign nationals with 5 locals as coordinators.
