NATIONAL CEP* DIALOGUE 2010 *CEP refers to the Community Engagement Programme
The community leaders and cluster[1] members under the Community Engagement Programme (CEP) came together for the National CEP Dialogue today.
2 The National CEP Dialogue, held at the Orchid Country Club, was attended by about 550 community leaders.
3 Representatives shared ideas and suggestions from earlier cluster-level workshops on building up capabilities and capacity, so that they can be ready to help calm the people and help unite them in times of crisis. During the respective cluster-level workshops, CEP community leaders had stressed the importance of a resilient network of trust and the need to be vigilant against threats to communal harmony.
4 At the dialogue session with the participants, the Guest-of-Honour Minister for Law and Second Minister for Home Affairs Mr K Shanmugam emphasised the need to continue to inculcate in our young and in our new citizens the importance of racial and religious harmony. He said,
"Racial and religious harmony are fundamental to our survival. The Government and the people are key partners in building racial and
religious harmony. The Singapore Government actively works to promote harmony and create an atmosphere of trust within society.
At the same time, the people also play a vital role. We must ensure that the community structures we build engender trust and can respond
promptly and appropriately in times of crisis. We must retain the moral authority and credibility so that the people feel confident that the
Government is neutral and fair to all.
At the various levels, we have to continue to build up our operational readiness. Through exercises, big and small, we aim to be more prepared so that in a crisis, we can help to keep everyone united. The CEP is and will always be, work in progress."

[1] The Community Engagement Programme is coordinated by the CEP Secretariat at the Ministry of Home Affairs, and comprises five clusters led by the Ministry of Community Development, Youth and Sports (MCYS), Ministry of Education (MOE), Ministry of Information, Communications and the Arts (MICA), Ministry of Manpower (MOM), and the People’s Association (PA).
