SAFE Programme 2010

Started in January 2009, the Security Awareness for Everyone (SAFE) Programme was launched by the Ministry of Home Affairs as an initiative to engage students.

2. The SAFE Programme seeks to collaborate with the schools and students in dealing with the challenges posed by today's security environment. The projects are meant to find innovative ideas and solutions that can resolve challenges posed by 4 key security-type issues:

  • Personal Security
  • Community Security
  • Social Security
  • Physical Security

3. Project Teams will be provided with privileged access to the relevant Home Team (HT) facilities and mingle up-close with Home Team officers. This will strengthen the operational relevance of their respective projects. Seed money will also be provided to selected schools as project grant, and should the projects be found suitable for even further development, MHA will provide further funding to the school.

4. In September 2010, teams will be able to showcase their ideas with the rest of the Home Team to Minister and the senior management of MHA.

i. Introduction

Security has many definitions; Freedom from anxiety or fear, A condition of being protected against danger or loss. Security is not the responsibility of the government nor even the community at large, but rather every single individual.

SAFE programme sets out to provide a platform for students to develop any ideas they may already have concerning security issues or even the means of propagating security awareness.

ii. Team Formation

  • Each School Can Field Max of 2 Teams
  • Each Team Comprises Max of 10 Students
  • At least One Teacher is Required to be Appointed to Each Team as Liaison Person
  • Open to S'pore Citizens & Permanent Residents Only

iii. Storming of Ideas

  • Ideas Must Be Related to Enhancing Security or The Awareness of Security
  • Ideas Can Be A Product or Process Innovation

Some ideas for teams to ponder on:

  • Personal Security

The Well-Being of Individual Persons May or May Not Be Found Within the School Radius. (E.g. Bully/ Bad-Person Alarm, Buddy Travel-Home System)

  • Community Security

For the Greater Good of General Community Located Within or Outside of School Vicinity. May Target Specific Groups Like Physically or Mentally Challenged, Elderly, PRs of Other Nationalities. (E.g. Fire Prevention Improvements for Homes of Physically Challenged persons)

  • Social Security

Projects That Helps to Contribute to Larger Target Audience that May Encompass Several Communities. Indirectly May also Help to Strengthen S’pore Social Fabric. (E.g. Help Assimilate PRs of Other Nationalities, Board Game to Bring Greater Awareness against Drug Abuse)

  • Physical Security

The Physical Security of Certain Premises. Projects May Focus on Deterrence and Prevention against Fire, Mischievous or Criminal Intents. (E.g. Pro-active Enforcement and Education On Fire Prevention By Reducing Socket Loads, Unattended Cooking. Prototyping Devices to Enhance Speeding –Deterrence in Neighborhood)

iv. Resource for Teams

Teams will be provided with information relevant to their project:

Visits

  • Key Security Installations
  • Strategic Security Assets

Policy Formulation

  • Involved in simulated policy formulation process
  • Understanding how policy is formulated and implemented

Resource Person (RP)

  • Depending on Nature Of Project, Relevant RP Will Be Appointed
  • RP Maybe From HT Units Or MHQ
  • RP Are Experienced Officers Who Can Significantly Assist Project Teams
  • RP Will Be Appointed To Teams Till Project Completion

v. Final Competition (in September 2009)

Winning teams may get to showcase their projects to Minister (Home Affairs) and Senior Management of MHA, voting will also be opened to all visitors at competition.

  • Competition-style of judging
  • 3 Winners from each category
  • Cash vouchers for winners
  • Voting component by visitors included

Prizes to be won for each school category

  • Champion: $1000 + Trophy
  • 1st Runner-up: $600 + Trophy
  • 2nd Runner-up: $400 + Trophy
  • “Most Well-Received Innovation”: $200 (One Award only based on competition day voting)
